This is a time machine.
It functions to describe time in a circular manner.
This one has a series of belts and pulleys. The lowest one spins slowly, the middle one at a reasonable pace, and the highest one frantically. Above the frantic high spinning element is a wire which gesticulates maniacally.
The piece also describes a slow circle on the floor.
